Spring Break 2028 is Mon Mar 27 – Fri Mar 31, and school resumes Mon Apr 3. Bracket it with the weekends and Sat Mar 25 to Sun Apr 2 is nine days that costs zero school days. That is the cheapest international window on the whole published calendar — cheaper than any fall break, cheaper than Thanksgiving.

๐Ÿ“… Verified against the published MCPASD 2027–28 calendar. Mon Mar 20, 2028 is also a no-school PD day, so a full sixteen days — Sat Mar 18 to Sun Apr 2 — costs only four school days (Mar 21–24). If you ever want two straight weeks in Europe, this is where to buy it.
๐Ÿฃ Easter 2028 is April 16, well clear of this window. No Holy Week closures, no Semana Santa crowds, no inflated Easter airfare. That is unusually lucky — in 2027 Easter fell on March 28, right in the middle.

The six candidates

๐Ÿ‡ต๐Ÿ‡น 1 · Portugal recommended

Lisbon · Sintra · Óbidos · Algarve

Why it wins: late March is genuinely Portugal's best month, and the July version of this trip has a heat problem — the interior passes 100°F. In late March Lisbon is 66°F with about seven hours of sun a day, and everything worth doing here is outdoors and on foot.

EvelynThe Portuguese School of Equestrian Art — one of only four classical academies in the world, with Vienna, Saumur and Jerez. Lusitano stallions, 18th-century costume, in Belém.
All fourQuinta da Regaleira's Initiation Well — a nine-level spiral staircase descending 88 feet into the earth, connected to tunnels you walk out through. The single most kid-pleasing site in Iberia.
66°F day / 52°F night$8,000–$11,500cheapest in Western Europe

The catch: no ocean swimming — the Atlantic is 60°F in March. If the point of the vacation is kids in water, this isn't it.

๐Ÿ‡ช๐Ÿ‡ธ 2 · Andalusia, Spain the horse rival

Seville · Jerez · Córdoba · Granada

The one option that goes toe to toe with Portugal on Evelyn's axis, and beats it on architecture.

EvelynThe Royal Andalusian School of Equestrian Art in Jerez and its show How the Andalusian Horses Dance — the Spanish member of the same four-academy club. Show days run on Thursdays from January through April, which means Thursday March 30, 2028 lands inside your window. Confirm when the 2028 calendar posts.
ReidThe Alhambra in Granada — and the Mezquita in Córdoba, a forest of 850 red-and-white arches with a cathedral dropped into the middle of it.
D & CSeville's Real Alcázar (filmed as Dorne in Game of Thrones), rooftop cathedral climbs, and Plaza de España's rowboats.
68–72°F day / 50°F nightโ˜” ~7 rainy days$10,000–$14,000

Why late March specifically: Seville in July is 100°F+ and genuinely dangerous for walking days. Late March is the sweet spot — warm, dry, uncrowded, and clear of both Semana Santa (April 9–16 in 2028) and the Feria that follows it. Book Alhambra tickets the day they release; they sell out months ahead year-round.

๐Ÿ‡ฏ๐Ÿ‡ต 3 · Japan already planned

Tokyo · Kyoto · Osaka

The incumbent, and the reason this window was interesting in the first place.

The drawCherry blossoms. Tokyo typically hits full bloom March 28 – April 3, which is exactly this window. You would catch early bloom in Tokyo and likely peak in Kyoto and Osaka. This is the one week a year Japan is at maximum.
The boysPokémon Café, Pokémon Centers, DisneySea, teamLab. Japan is the only destination on any of these lists that delivers the Pokémon hook.
~59°F day / 45°F night~$19,000+2 school days as built

The catches: cherry-blossom week is Japan's single most expensive and most booked week — hotels in Tokyo, Kyoto and Osaka go 6–12 months ahead. Occupancy limits are enforced, so sleeping six takes real planning. And jet lag costs you roughly a day on each end, which a nine-day trip can't absorb — the built plan runs eleven days and two school days for that reason.

๐Ÿ‡ฎ๐Ÿ‡น 4 · Italy the safe one

Rome · Ostia Antica · Pompeii · Florence

Nobody regrets Rome. Late March is arguably the best week of the year to do it with kids.

ReidThe Colosseum, the Forum, and Ostia Antica — Rome's port city, nearly as complete as Pompeii, 40 minutes by train, and a fraction of the crowds. Or Pompeii itself under Vesuvius.
All fourGelato, the Pantheon's open oculus, climbing St Peter's dome, and the Borghese Gallery's timed two-hour slots that suit short attention spans.
63°F by month's end / 45°F night$12,000–$16,000moderate crowds

Why late March: cool enough to walk the Forum for four hours without heat breaks, and crowds are meaningfully below April and May. Nothing for Evelyn, though — that is the honest weak spot, same as Switzerland.

๐Ÿ‡ฒ๐Ÿ‡น 5 · Malta the easy one

Valletta · Mdina · Gozo · Blue Grotto

The low-friction option nobody thinks of. English is an official language — not widely spoken, official. Signs, menus, schools, government.

ReidThe Megalithic Temples are older than the pyramids and older than Stonehenge — the oldest free-standing structures on earth. Plus the Knights of St John, the Great Siege, and WWII tunnels under Valletta.
D & CPopeye Village — the actual 1980 film set, kept as a small theme park. Boat trips into the Blue Grotto sea caves. Gozo by ferry.
64°F day / 50°F nightโ˜€๏ธ ~7h sun, little rain$9,000–$12,500

The catch: the sea is 61°F, so again no swimming, and Malta is small — nine days is generous for it. Little for Evelyn. But it is warm, cheap, English-speaking and almost effortless, which counts for something on a nine-day trip with four kids.

๐Ÿ‡ณ๐Ÿ‡ฑ๐Ÿ‡ง๐Ÿ‡ช 6 · Netherlands + Belgium timing risk

Amsterdam · Keukenhof · Bruges · Brussels

Included because it's the obvious spring idea — and because the obvious version of it doesn't quite work.

๐ŸŒท Be careful with the tulips. Keukenhof opens in mid-March, but the tulips peak from mid-April into early May. In late March you get the gardens open with daffodils and hyacinths, and early tulips at best. If tulips are the reason you're going, this window misses them.
EvelynNothing in spring. The Oostduinkerke horseback fishing season does run from about mid-March, so a late-March date is possible — but autumn is when the fishers say the fishing is good.
50–55°F, wet$11,000–$15,000tulips not yet peak

Verdict: Belgium is a better autumn trip — see the Fall Break 2028 planner. If you want the Netherlands for tulips, that is a mid-to-late April trip, which the school calendar does not give you.

๐Ÿ† One sentence each:

Portugal is the best value and the best weather, and its equestrian school is the real thing.
Andalusia is the better trip if you can land the Thursday Jerez show — more spectacular architecture, similar horse quality, about $2k more.
Japan is the most memorable and the most expensive, and cherry-blossom week is the hardest week of the year to book.
Italy is the one nobody regrets and the one with nothing for Evelyn.
Malta is the effortless one — warm, cheap, English-speaking, and a bit thin over nine days.
Netherlands misses the tulips by two weeks; do Belgium in autumn instead.

๐ŸŽ Reading this as a horse family: it comes down to Portugal vs Andalusia. Portugal is cheaper and sunnier; Spain has the stronger single horse day and the Alhambra. If the Jerez Thursday show confirms for Mar 30, 2028, Andalusia is the better trip. If it doesn't, take Portugal.

What this window is worth

Spring Break 2028 is the best-value school window on the entire published calendar, and it is worth understanding why:

  • Nine days for zero school days. No other break does this — Fall Break 2027 costs four for the same length, Thanksgiving costs two for a shorter trip.
  • Sixteen days for four school days, because Mar 20 is already off. That is a genuine two-week Europe trip at the cost of most people's long weekend.
  • Easter is out of the way on April 16, so no Holy Week pricing or closures.
  • Late March is shoulder season everywhere in southern Europe — the weather has arrived and the crowds have not.

Ruled out for late March, and why

๐Ÿ‡จ๐Ÿ‡ญ Switzerland

Worst possible timing. Late March is mud season — ski areas closing, hiking trails not yet open, lifts shut for maintenance. The one month to avoid.

๐Ÿ‡ณ๐Ÿ‡ด Norway · ๐Ÿ‡ฎ๐Ÿ‡ธ Iceland

Cold, short days, fjord roads and passes still restricted. These are summer trips. Iceland is also already done (2023).

๐Ÿ‡ฎ๐Ÿ‡ช Ireland · ๐Ÿด Scotland

Cold and wet — 48°F and raining. Both are much better in July, and both are already drafted for summer.

๐Ÿ‡ธ๐Ÿ‡ฎ Slovenia · ๐Ÿ‡ญ๐Ÿ‡ท Croatia

Lipica's riding school runs a reduced off-season schedule, Plitvice can still have snow, and the Adriatic coast is shut down. The Lipica trip needs summer.

๐Ÿ‡ฟ๐Ÿ‡ฆ South Africa

Long-haul, and late March is the tail of their summer — workable, but the flight cost only makes sense over a longer trip than nine days.

๐Ÿ‡ต๐Ÿ‡ช Peru

Late March is the end of the rainy season in the Andes — the wrong half of the year. Peru needs June–August.

The pattern: a nine-day spring window points south. Anything north of the Alps in late March is cold, wet and short on daylight; anything that depends on summer infrastructure is closed. Iberia, Italy and Malta are the ones that actually work — and Japan, which is on its own schedule entirely.

If you'd rather have the sixteen days

Sat Mar 18 – Sun Apr 2, 2028 costs four school days (Mar 21–24) because Mar 20 is already a PD day. At that length the calculus changes:

  • Portugal + Andalusia together becomes obvious — Lisbon to Seville is a 6-hour drive or a short flight, and you'd get both classical riding schools in one trip. That is the strongest horse itinerary available in any season.
  • Italy properly — Rome, Florence and the Bay of Naples rather than one city.
  • Japan without the jet-lag squeeze — sixteen days absorbs the two lost travel days that an nine-day trip cannot.
