Two ways to do Portugal, and they are not close

You asked to see Portugal as both a spring break and a summer trip. I priced and weathered both. Spring break wins, decisively, and the margin is bigger than I expected going in.

The recommendation: Portugal over Spring Break 2028 — Sat Mar 25 to Sun Apr 2. Nine days, zero school days missed, 66°F and sunny, and roughly $4,000 cheaper than the July version of the same trip.

Why spring break wins

Zero school days. This is the headline. Spring Break 2028 is Mon Mar 27 – Fri Mar 31, and school resumes Mon Apr 3. Bracket it with the weekends and Sat Mar 25 to Sun Apr 2 is nine days that costs nothing. Not two days, not four. Zero.
The weather is genuinely better for what you'd actually do here. Portugal in July has a heat problem that nobody mentions until you're in it — the interior passes 100°F and the Algarve sits in the 90s. Lisbon's hills at 95°F with a tired 11-year-old is a bad afternoon. Late March is 66°F and sunny, with about seven hours of sun a day and rain thinning out through the month.
It's about $4,000 cheaper — shoulder-season airfare and lodging, and five fewer days.
Sintra and Lisbon are walking cities. Everything that makes Portugal good is done on foot, outdoors, on hills. That's a spring activity, not a July one.

What you give up: ocean swimming. The Atlantic off Portugal is cold in March — this is not a beach-day trip. If the point of the vacation is the kids in the water, that's a real argument for July, or for somewhere else entirely.

🐣 Easter is not a problem. Easter 2028 falls on April 16, well clear of the Mar 25–Apr 2 window. You miss Holy Week crowds and closures entirely — and you also miss the processions, if that was a draw.

The school-day math, verified

Mon Mar 20, 2028 is already a no-school PD day, which is why the 16-day version only costs four (Mar 21–24). If you want two full weeks in Portugal, that is the cheapest way to buy it anywhere on the calendar.

Nine days — Sat Mar 25 to Sun Apr 2, 2028

Two bases, no repacking in between: Lisbon for five nights covers the city plus Sintra and Óbidos as day trips, then three nights south. Portugal is small — Lisbon to the Algarve is under three hours.

1Sat Mar 25Fly out

MSN → Lisbon, one stop. Usually via JFK, EWR, BOS or PHL on TAP Air Portugal, Delta or United. Overnight eastbound, about 11–13 hours door to door.
Portugal is 5 hours ahead of Madison in late March — a gentler shift than most of Europe.

2Sun Mar 26Land → Lisbon. Go slow.

Land mid-morning. Check in, then do nothing demanding.
Ride Tram 28 end to end — a 1930s wooden tram that grinds up through Alfama on gradients that feel illegal. Best orientation to the city there is, and it is a sit-down.
Pastéis de Belém for custard tarts from the 1837 original, served warm with cinnamon.
Early dinner, early bed.

3Mon Mar 27Lisbon Evelyn's day

Portuguese School of Equestrian Art — one of only four classical riding academies in the world, alongside Vienna, Saumur and Jerez. Lusitano stallions in 18th-century costume, at the Henrique Calado riding ring in Belém.
Book this first. Morning training sessions are open to the public on most days; formal performances run weekly and there is a monthly evening gala of about 90 minutes that includes the airs above the ground. The schedule is published as a PDF calendar and moves — check it before you fix any other day.
Afternoon in Belém: the Jerónimos Monastery and the Torre de Belém, both a short walk from the riding ring.
Oceanário de Lisboa if there is time — consistently rated among the best aquariums in the world, built around a single vast central tank.

4Tue Mar 28Sintra the best day

40 minutes by train from Rossio station. Go early — Sintra’s sites cap entry and the buses up the hill queue badly by 11am.
Pena Palace — a genuinely absurd candy-colored royal palace on a forested ridge, red and yellow, part Moorish and part Bavarian fantasy. Photographs do not prepare you.
Quinta da Regaleira — and specifically the Initiation Well, a nine-level spiral staircase descending 88 feet into the earth, connected to tunnels you walk out through. This is the single most kid-pleasing thing in Portugal and it is not close.
Castelo dos Mouros if legs allow — ruined Moorish walls you walk along the ridgeline.
Book Pena and Regaleira timed entry in advance. Both sell out.

5Wed Mar 29Óbidos & the coast

Rent the car this morning. Óbidos is an hour north.
A complete walled medieval town, whitewashed and flower-covered, where you can walk the full circuit of the ramparts. No handrails in places, which the kids will enjoy and you will not.
Ginjinha sour-cherry liqueur served in a small chocolate cup — the local thing, and the cup is the point.
Continue to Nazaré for the cliff-top view over the beach where the world-record surf waves break in winter. In March the swell can still be enormous.
Back to Lisbon.

6Thu Mar 30Lisbon → the Algarve

Drive south, about 2h45 to the western Algarve. Or swap this for a second Lisbon day if the family would rather go deeper than wider.
Lagos as a base — a walkable old town inside city walls, with the dramatic cliff coast starting right at its edge.
Ponta da Piedade — ochre sea stacks and arches, reachable by a clifftop walk and a long staircase down.

7Fri Mar 31The Algarve coast

Benagil sea cave by boat — a collapsed dome cave with a beach inside and a circular hole open to the sky. Boats run from Portimão and Lagos. In March the sea is calmer than you would expect and the tours are not full.
Dolphin watching — resident pods off this coast year-round, and the March boats are half-empty.
Cliff walking on the Seven Hanging Valleys trail. Bring layers; the Atlantic wind is real even at 68°F.
No swimming. Water temperature in March runs around 60°F. Look, don’t swim.

8Sat Apr 1Back north, last day

Drive back toward Lisbon, with a stop in Évora if you want one more thing — a Roman temple in the middle of a walled town, and the Chapel of Bones, which older kids find unforgettable and younger ones may not.
Otherwise: straight back, last afternoon in Lisbon, the Time Out Market for dinner so everyone picks their own thing.
Repack. Return the car.

9Sun Apr 2Fly home

Morning departure from Lisbon. The time change works westbound — land Madison late afternoon.
School Monday Apr 3. No recovery day, but nobody missed anything either.

Why this order: Lisbon first while jet lag is worst, because it is the easiest place to have a low day. Sintra on day four when everyone is sharp, because it is the most walking. The Algarve last so the trip ends slow.

If you go in July instead

It works. It is just worse, and mostly for one reason.

The heat is the whole problem. Lisbon in July averages around 82°F, which is fine. But the interior — Évora, the Alentejo, anywhere away from the coast — regularly passes 100°F, and the Algarve sits in the low 90s. Sintra and Lisbon are hill-walking cities done outdoors on stone. At 95°F with four kids, the days get short and the moods get bad.

What July buys you

The ocean. This is the real one. Atlantic water off the Algarve reaches the low 70s in July, which is swimmable. In March it is 60°F and it is not. If beach days are the point of the vacation, that changes the answer.
Fourteen days instead of nine. A summer trip can add the Douro Valley, Porto, and the Azores — none of which fit in a nine-day spring window.
Long evenings. Sunset near 9pm, and Portuguese dinner culture starts late anyway. Genuinely pleasant.

What July costs you

About $4,000 more, from peak airfare, peak Algarve lodging and five extra days.
Crowds. The Algarve in July is one of Europe's most heavily booked coastlines. Sintra's timed entries sell out weeks ahead rather than days.
The heat, again. Plan mornings and evenings, write off 1–5pm.

The July version, if you want it

Days 1–5 · Lisbon & Sintra

Same as the spring plan but starting earlier each day. Equestrian school, Belém, Oceanário, Sintra, Óbidos.

Days 6–9 · Porto & the Douro

Porto is 3h by fast train. Port lodges across the river in Gaia, the Livraria Lello bookshop, and a Douro Valley river cruise through terraced vineyards. Cooler than the south.

Days 10–14 · The Algarve

Lagos or Tavira. Benagil caves, dolphin boats, and actual swimming. Book lodging by February — this coast fills.

Verdict: if the family wants a beach vacation, July in Portugal is a good beach vacation and you should price it properly. If the family wants Portugal — the palaces, the trams, the walled towns, the horses — late March is the better trip, costs no school, and saves four thousand dollars.

Realistic target: $8,500–$9,500 booking flights by autumn 2027.

Portugal is the cheapest Western European country by a clear margin — food, lodging and transport all run well below France, Italy or the Netherlands. A good restaurant dinner for six lands around $90–120. That is roughly half what the same meal costs in Norway.

Notes on the numbers

TAP Air Portugal is usually the cheapest carrier into Lisbon from the US East Coast, and their stopover program lets you add a few days in the Azores at no extra airfare — worth pricing for a summer version.
Apartments over hotels, as always for six. Lisbon three-bedrooms in Alfama, Príncipe Real or Graça run $150–250/night in March.
Sintra tickets are the one thing to book far ahead. Pena Palace and Quinta da Regaleira both use timed entry and both sell out.
Tolls: Portuguese motorways are electronically tolled. Take the transponder from the rental desk — without it the billing is a mess.

Compared to the summer version at $12,000–$17,000, the spring trip saves roughly $4,000 for four fewer days — and buys better weather for what you'd actually be doing.
